Colorado Code § 18-21-101

Legislative declaration

The general assembly hereby finds, determines, and
declares that the commission of sex offenses exacts an unacceptable toll on the fiscal resources
of both state and local government and thereby increases the fiscal burden upon the taxpayers of
this state. It is the intent of the general assembly in enacting this article to require, as much as
possible, that persons convicted of a sex offense pay for the cost of the evaluation, identification,
and treatment and continuing monitoring to protect victims and potential victims as described in
article 11.7 of title 16, C.R.S.
