Colorado Code § 13-85-101

Legislative declaration

The general assembly hereby determines, finds, and
declares that traffic congestion and other transportation difficulties in the Denver metropolitan
area seriously threaten the public health and welfare. In an effort to reduce air pollution and
stimulate the economic development of the Denver metropolitan area, the general assembly has
directed the regional transportation district to proceed with the planning, construction, and
operation of a fixed guideway mass transit system. Since the success of the mass transit system
depends on its prompt construction and commencement of operation, the general assembly finds
that it is necessary to avoid any possible delays in such construction and operation. To that end,
the general assembly further finds that the trial of lawsuits arising out of the planning,
development, financing, or construction of these projects should be given priority in the district
and appellate courts of this state.
