Self-executing, severability, conflicting provisions

All provisions of this
article 170 are self-executing except as specified herein, are severable, and, except when
otherwise indicated, shall supersede conflicting state statutory, local charter, ordinance, or
resolution provisions, and other state and local provisions. If any provision of this article 170 or
its application to any person or circumstance is held invalid, the invalidity does not affect other
provisions or applications of this article 170 that can be given effect without the invalid
provision or application, and to this end the provisions of this article 170 are severable.
