Commissioner may delegate powers

The commissioner may delegate such
of the commissioner's powers and authority to the commissioner's deputies as the commissioner
deems necessary for proper administration of the division and may designate appropriate titles
for the commissioner's deputies and any of the commissioner's employees. Any delegation or
designation may be rescinded by the commissioner at any time. Written records of such actions
shall be retained in the files of the division. The acts of deputies who have delegated powers and
authority have the same legal effect as if the acts were performed personally by the
commissioner.
