In addition to the definitions already contained in this division, the following definitions apply to this chapter: (a) âAdult with functional impairmentâ means an adult 18 years of age or older, who is at risk of institutional placement due to a chronic physical and mental disability, including disabilities caused by organic disorders or diseases, that restrict the individualâs ability to independently perform activities of daily living, who has an inadequate informal or formal support network, and who has to leave their home without supportive home- and community-based services. (b) âCommunity-based services programsâ means the programs specified in Chapter 7.5 (commencing with Section 9540). (c) âLocal program managementâ means the area agency on agingâs responsibility to oversee the operation of programs specified in Chapter 7.5 (commencing with Section 9540). (d) âParticipating area agency on agingâ means an area agency on aging that contracts with the department pursuant to this chapter.
