In addition to the definitions already contained in this division, the following definitions apply to this chapter: (a) “Adult with functional impairment” means an adult 18 years of age or older, who is at risk of institutional placement due to a chronic physical and mental disability, including disabilities caused by organic disorders or diseases, that restrict the individual’s ability to independently perform activities of daily living, who has an inadequate informal or formal support network, and who has to leave their home without supportive home- and community-based services. (b) “Community-based services programs” means the programs specified in Chapter 7.5 (commencing with Section 9540). (c) “Local program management” means the area agency on aging’s responsibility to oversee the operation of programs specified in Chapter 7.5 (commencing with Section 9540). (d) “Participating area agency on aging” means an area agency on aging that contracts with the department pursuant to this chapter.
