As used in this chapter, the following terms have the following meanings: (a) âActâ means the Behavioral Health Infrastructure Bond Act of 2024 (Chapter 4 (commencing with Section 5965)). (b) âBehavioral health challengeâ includes, but is not limited to, serious mental illness, as described in subdivision (c) or (d) of Section 14184.402, or a substance use disorder, as described in Section 5891.5. (c) âBoardâ means, with respect to the bond proceeds referenced in paragraphs (3) and (4) of subdivision (b) of Section 5965.04, and with respect to and for requests up to the amount specified for bond proceeds referenced in paragraphs (3) and (4) of subdivision (b) of Section 5965.04, for purposes of Section 5965.12 of this code and Section 16726 of the Government Code, the State Department of Health Care Services, and with respect to bond proceeds referenced in paragraphs (1) and (2) of subdivision (b) of Section 5965.04, and, with respect to and for requests up to the amount specified for bond proceeds referenced in paragraphs (1) and (2) of subdivision (b) of Section 5965.04, for purposes of Section 5965.12 of this code and Section 16726 of the Government Code, the Department of Housing and Community Development. (d) âCommitteeâ means the Behavioral Health Infrastructure Bond Act Finance Committee created pursuant to Section 5965.07. (e) âFundâ means the Behavioral Health Infrastructure Fund created pursuant to Section 5965.03. (f) âState General Obligation Bond Lawâ means the State General Obligation Bond Law (Chapter 4 (commencing with Section 16720) of Part 3 of Division 4 of Title 2 of the Government Code), as it may be amended. (g) âTarget populationâ means a person described in subdivision (c) or (d) of Section 14184.402, or a person with a substance use disorder, as described in Section 5891.5, except that enrollment in Medi-Cal or in any other health plan shall not be a condition for accessing housing or continuing to be housed. (h) âVeteranâ means a person who served in the active military, naval, or air service, and who was discharged or released under conditions other than dishonorable.
