Unless otherwise indicated in this code, the State Department of Developmental Services has jurisdiction over the execution of the laws relating to the care, custody, and treatment of developmentally disabled persons, as provided in this code. As used in this division, âestablishmentâ and âinstitutionsâ include every hospital, sanitarium, boarding home, or other place receiving or caring for developmentally disabled persons.
