The State Department of Health Care Services shall, to the extent resources are available, provide program development guidelines, evaluation models, and operational assistance on all aspects of services to a person with a mental illness of any age. These services include, but are not limited to, the following: (a) Self-help programs. (b) Housing development. (c) Disaster preparation. (d) Vocational services. (e) Regional programs. (f) Multiple diagnosis programs.
