(a) The board shall allocate 3 percent of funds for the Youth Reinvestment Grant Program, upon appropriation of funds pursuant to Section 1450, to Indian tribes through an application process for the purpose of implementing diversion programs for Indian children that use trauma-informed, community-based, and health-based interventions. (b) Funding priority shall be given to diversion programs that address the needs of Indian children who experience the following: (1) High rates of juvenile arrests. (2) High rates of suicide. (3) High rates of alcohol and substance abuse. (4) Average high school graduation rates that are lower than 75 percent. (c) Indian tribes may apply for funding under this article on a regional efforts basis and receive the aggregate amount of funds that they would have received if awarded as independent jurisdictions.
