Beginning with the proposed budget for the 2014â15 fiscal year, and each fiscal year thereafter, the Department of Finance shall report in the Governorâs proposed budget and the May Revision the difference in General Fund benefit for the upcoming fiscal year resulting from this article and what was anticipated at the time the Budget Act of 2013 was enacted. It is the intent of the Legislature that additional General Fund benefit be appropriated to supplement, and not supplant, funding for health and human service programs, which may include the cost of medical interpreters.
