(a) No adjustment shall be made under this article for the 1990â91 fiscal year to reflect any change in the cost of living. (b) Any cost-of-living adjustment under this article for the 1991â92 fiscal year and any fiscal year thereafter pursuant to Section 12303.5 shall not include any adjustment to reflect increases for the cost of living for the 1990â91 fiscal year.
