(a) The department is hereby designated as the single state agency responsible for the promotion, development, and provision of care of children in the absence of their parents during the workday or while engaged in other activities which require assistance of a third party or parties. The department shall administer the federal Child Care and Development Fund. (b) For purposes of this section, âChild Care and Development Fundâ has the same meaning as in Section 98.2 of Title 45 of the Code of Federal Regulations.
