âStrategic Planâ means both the âDelta Vision Strategic Planâ issued by the Delta Vision Blue Ribbon Task Force on October 17, 2008, and the âDelta Vision Implementation Reportâ adopted by the Delta Vision Committee and dated December 31, 2008.
