The Legislature finds and declares that: (a) Voluntary, cost-effective capital outlay water conservation programs can help meet the growing demand for clean and abundant water supplies throughout the state. (b) The participation of the state in the construction of local water conservation projects is desirable to further the effective management of the water resources of the state.
