(a) Sixty percent of the money in the subaccount shall be allocated to projects in the Counties of Riverside, Ventura, Los Angeles, San Diego, Orange, or San Bernardino. (b) Forty percent of the money in the subaccount shall be allocated to projects in the counties not described in subdivision (a).
