The funds used for the purposes described in Section 79079 shall be allocated as follows: (a) Sixty percent to projects in the Counties of Los Angeles, Orange, Riverside, San Diego, San Bernardino, and Ventura. (b) Forty percent to projects in counties not described in subdivision (a).
