The notice of the bond election shall state all of the following: (a) The time and place for holding the election. (b) The names or numbers of election precincts, which may be the general election precincts established by the boards of supervisors for general state or county elections, or a consolidation of such precincts, or such other special precincts for the purpose of the bond election as the board may designate and establish. (c) The location of the polling places and the names of the election officers appointed to conduct the election.
