A district, for the full exercise of its powers and the accomplishment of the purposes of this division, may within or without the district: (a) Take real and personal property of every kind by grant, appropriation, purchase, gift, devise, condemnation, or lease. (b) Hold, use, enjoy, manage, occupy, possess, lease, or dispose of real and personal property of every kind.
