In the application of the improvement acts specified in Section 71820 to proceedings instituted by a district, the terms used in such improvement acts have the following meanings: (a) âCity council,â âcouncil,â or âlegislative bodyâ means the board of directors of the district. (b) âMunicipalityâ or âcityâ means the district. (c) âClerkâ or âcity clerkâ means the secretary of the district. (d) âSuperintendent of streets,â âstreet superintendent,â or âcity engineerâ means any person appointed by the board to perform such duties. (e) âTax collectorâ means the county tax collector. (f) âTreasurerâ or âcity treasurerâ means the person or officer who has charge of and makes payment of the funds of the district. (g) âMayorâ means the president of the board. (h) âRight-of-wayâ means any parcel of land in, on, under, or through which a right-of-way or easement has been granted to the district for the purpose of contructing and maintaining any district works or improvements. (i) âAuditorâ means the county auditor.
