In order to vote at any district election, including the formation election, a person must be a qualified elector of the district. A âqualified elector of the districtâ is one who meets all of the following qualifications: (a) He shall be a registered voter. (b) He shall reside in the district. (c) His name shall appear on the last equalized assessment roll of the county. (d) He shall own property assessed within the boundaries of the district.
