Upon the expiration of the 30-day period any sale and conveyance made pursuant to the boardâs award of bid or any sale and conveyance made pursuant to the exercise of a preference by the owner of contiguous land pursuant to this article shall be conclusively presumed to be valid as being in compliance with the provisions of this article.
