The notice of the election shall set forth the following: (a) The day, hours, and polling places in each precinct for holding the election. (b) The amount of money proposed to be raised by the assessment. (c) A general statement of the purposes for which it is intended to be used. (d) If the board so determines, a statement both that the assessment shall be levied in two or three annual installments and the amount of the installment to be levied each year.
