A petition for the formation of a district shall contain: (a) Generally, a description of the land. (b) Generally, the sources, which may be in the alternative, from which the land is proposed to be irrigated. (c) The name of a person to whom notice of the final hearing on the petition may be sent. (d) A prayer that the land described be formed into a district. (e) Signatures of the petitioners.
