The Napa County Flood Control and Water Conservation District shall give assurances satisfactory to the Secretary of the Army that the local cooperation, required by the Act of Congress approved October 27, 1965 (Public Law 89-298, the âFlood Control Act of 1965â), will be furnished by the district in connection with the plan of improvement for flood control adopted and authorized in Section 12748.
