The holder of any bond may by mandamus or other appropriate proceedings require and compel the performance of any of the duties imposed upon any state department, official, or employee in connection with any of the following: (a) The construction of the project. (b) The collection, deposit, application, and disbursement of all revenues derived from the operation and use of the project. (c) The deposit and disbursement of the proceeds received from the sale of bonds.
