No certificate of ownership shall be issued under this chapter for any âamphibious vehicleâ for which a certificate of ownership may be issued by the department under other provisions of this code. For the purposes of this section, an âamphibious vehicleâ is a device by which any person or property may be propelled, moved, or drawn, both upon water and upon a highway on land.
