If a contract is entered into pursuant to Section 40252, for the purpose of this article, âprocessing agencyâ means the party responsible for the processing of the notices of toll evasions and notices of delinquent toll evasions. Absent such contract, âprocessing agencyâ shall be synonymous with âissuing agency.â
