No vehicle shall stop, stand, or be parked in or upon any vehicular crossing except: (a) When necessary to avoid injury or damage to persons or property. (b) When necessary for the repair, maintenance or operation of a publicly owned toll bridge. (c) In compliance with the direction of a member of the California Highway Patrol or an employee of the Department of Transportation who is a peace officer or with the direction of a sign or signal. (d) In such places as may be designated by the Director of Transportation.
