Pursuant to Subpart E of Part 383 of Title 49 of the Code of Federal Regulations, the department shall not issue, renew, or upgrade a commercial learnerâs permit or commercial driverâs license if the department receives notification from the federal Drug and Alcohol Clearinghouse that the driver is prohibited from operating a commercial motor vehicle.
