Upon application and payment of the fees for a driverâs license pursuant to Section 14900, an identification card may be issued to the applicant if it is determined that a driverâs license cannot be issued due to the applicantâs physical or mental condition. The identification card, unless canceled earlier, shall expire on the applicantâs sixth birthday following the date of application.
