The board of supervisors of the county in which a maintenance district is formed shall: (a) Make and enforce all rules and regulations necessary for the administration, operation and government of such district. (b) Execute all contracts and make all necessary provisions for the maintenance and operation of the district, except that the board of supervisors may authorize a designated county officer to make, execute and administer contracts for the installing, maintaining and servicing a system of lights in accordance with standards adopted by the board of supervisors and in accordance with this chapter. (c) Appoint and employ all necessary agents, superintendents, engineers and labor for the proper performance of the work. (d) Perform all other acts necessary or proper to accomplish the purposes of this chapter.
