For purposes of this article: (a) “Bridge” includes a publicly owned pedestrian bridge and a publicly owned rail transit bridge. (b) “Retrofit” includes both the structural modification of an existing bridge and the replacement of an existing bridge by a newly constructed bridge meeting seismic safety requirements.
