No state highway shall be divided as provided in Section 144 in such manner as to prevent traffic on any city street or county highway which such state highway intersects from crossing such state highway until after thirty (30) daysâ notice thereof has been given by the department to the city council or board of supervisors having jurisdiction over the street or highway.
