For purposes of this article, the following definitions shall apply: (a) âCommissionâ shall mean the Public Utilities Commission. (b) âFundâ means the Rail Accident Prevention and Response Fund created pursuant to Section 7713. (c) âPrevention accountâ means the Hazardous Spill Prevention Account created, pursuant to Section 7714, in the Railroad Accident Prevention and Response Fund. (d) âSecretaryâ means the Secretary of the California Environmental Protection Agency.
