(a) The Independent System Operator shall make publicly available a list of all power plants located in the state that are not operational due to a planned or unplanned outage. (b) For the purposes of complying with subdivision (a), the Independent System Operator shall make the list available over the Internet. (c) The Independent System Operator shall update the list established pursuant to subdivision (a) on a daily basis.
