As used in this article: (a) âCommissionâ means the county transportation commission created in Orange County pursuant to Section 130000. (b) âCountyâ means the County of Orange. (c) âTransit operationsâ means all activities related to operating a transit system other than the purchase, construction, and maintenance of equipment, vehicles, and facilities for public transit purposes.
