(a) After April 1, 1981, the Los Angeles County Transportation Commission shall implement the recommendations of the transit coordination and service program, except as otherwise provided in Section 130385. (b) To the extent necessary to implement those recommendations, Sections 99280, 99281, and 130263 shall not be applicable.
