(a) Every proposed activity to be funded pursuant to this chapter shall be in compliance with the California Environmental Quality Act (Division 13 (commencing with Section 21000)). (b) Lands acquired with funds allocated pursuant to this chapter shall be acquired from a willing seller of the land.
