The board shall provide ongoing training, technical assistance, and guidance to local enforcement agencies to assist in their decisionmaking processes. This assistance shall include, but is not limited to, providing all of the following: (a) Technical studies and reports. (b) Copies of innovative solid waste facility operation plans. (c) Investigative findings and analyses of new solid waste management practices and procedures. (d) A program for loaning technical and scientific equipment, to the extent that funds are available to the board to purchase that equipment.
