This division is not intended to infringe on the existing authority of the County of Riverside or the cities lying within the conservancyâs territory to plan and control land uses, and no provision of this division shall be construed as conferring on the conservancy the authority to plan or control the use of any land except those lands that the conservancy may acquire and hold.
