(a) The conservancy may authorize advance payments on a contract or grant awarded pursuant to this division in accordance with Section 11019.1 of the Government Code. (b) This section shall remain in effect only until the date that Section 11019.1 of the Government Code is repealed, and as of that date is repealed.
