A resolution of the legislative body intiating proceedings for the formation of a district shall contain substantially the following: (a) A statement that the resolution is made pursuant to this division. (b) A statement that the legislative body has been presented with and has reviewed a plan of control, and has determined that the health, safety, and welfare require formation of a district. (c) The setting of a public hearing on such determination and directing that notice be mailed to all owners of real property included within the proposed district.
