(a) An allocation made pursuant to this chapter shall be used for the purposes specified in an approved application. (b) In the event that the commission determines that an allocation has been expended for purposes other than those specified in an approved application, it shall immediately request the return of the full amount of the allocation. The eligible institution shall immediately comply with such request.
