Any eligible institution may submit an application to the commission for an allocation for the purpose of financing all or a portion of the costs incurred in implementing a project. The application shall be in such form and contain such information as the commission shall prescribe. An application may be for the purpose of financing the eligible institutionâs share of such costs which are to be jointly funded through a state, local, or federal-local program.
