âDestination facilityâ means any structure, group of structures, equipment, pipeline, or device, other than a vessel, that receives oil in bulk to or from a tank vessel, railroad car, or pipeline, that is used for producing, storing, handling, transferring, processing, or transporting oil in bulk. For purposes of this section, a destination facility does not include any railroad car, motor vehicle, or other rolling stock while transporting oil over the highways or rail lines of this state.
