This article shall remain in effect only until December 31, 2033, and as of that date is repealed. The repeal of this article shall not affect the contracts entered into by the department, or the departmentâs authority to complete the design-build projects for which a design and preconstruction phase contract has been entered under this article, before December 31, 2033.
