The provisions of this article are applicable, and the benefits conferred thereby are available, to: (a) Any veteran as defined in Section 980; (b) Any person who is on active duty in the military or naval service of the United States, whose service may or may not have been continuous, and who is in all other respects qualified pursuant to Section 980.
