Every district shall be a public corporation, have perpetual succession, and may: (a) Sue and be sued in all actions and proceedings in all courts and tribunals of competent jurisdiction. (b) Adopt a seal and alter it at pleasure. (c) Call upon the district attorney for legal advice and assistance in all matters concerning the district. (d) Make contracts, employ labor, and do all acts necessary or convenient for the full exercise of any of the powers of the district.
