(a) The commissioner may adopt rules and regulations reasonably necessary to implement the provisions of this act. (b) This section shall be prospective only, and nothing in the act adding this section shall be interpreted to interfere with or overrule regulations adopted prior to the effective date of this act by the Insurance Commissioner pursuant to the authority granted at the time those regulations were adopted.
