For purposes of this division, the following terms have the following meaning: (a) âAgencyâ means the California Environmental Protection Agency. (b) âCouncilâ means the California Environmental Policy Council established by Section 71017 of the Public Resources Code. (c) âSecretaryâ means the Secretary for Environmental Protection.
